I'm not sure if it is the gcd, or at least , not with content that is above 60 to 70, but I do believe that socializing is more prevalent when the game is slowing down however most people state that there isn't a duty finder. However, i am not in agreement with this, because i am not a fan of an attempt to spam chat using lfg social. The thing that the game actually encouraged was social interaction.
So many people were so concerned about the surge of new players that the WOW migration would bring, and what kind of people they could be. Every time I read any of these posts written by an ex WOW vet, I feel at peace and would like to go back to tell those people, do not worry! There will be some eggs that aren't so good. There always will be bad eggs. There were already some in the FFXIV Community. There are a lot of good ones. Many sprouts are seeking the same exciting adventure we all have had the pleasure of sharing.
However, we do have developers and mods who, on a different scale, dissuade players from coming down hard on rude, violent behavior. This has resulted in players who won't accept such behaviour. They then report bad eggs fast and the whole is fed back to itself.
One of the new players also has made an excellent point (or so I'm told I don't actually consume his material - that FFXIV's storyline even encourages its culture. It's a story that has themes of forgiveness and unity in the face of conflict, rather than one in which the basis of the game is that two player factions are at war with one another. This is a game in which you are able to be hit with the dodgeball (Fire and the dodgeball). There is no dodging the dodgeball.) You will be told repeatedly by the official to go back to your starting area before you can rejoin this battle. It's refreshing!
